Internet and telephone services disrupted in most of Asia

Internet and telephone services were disrupted in most of Asia after a quake measuring 7.1 on the Richter scale struck Taiwan on Tuesday night, affecting six undersea fibre-optic cables.

While communication services in several countries, including India, China, Japan, South Korea, Taiwan, Thailand, Malaysia, and Hong Kong were impaired, Singapore’s facilities took the worst hit. Many of Singapore’s links with the world have been severed, an industry source said.

The source said efforts are on to set things back in order, but the damage caused to the cables of Videsh Sanchar Nigam Ltd (VSNL), SingTel, Falcon, and SMW-3, among others, would take time to repair, up to a week in some cases.

VSNL’s Tata Indicom Cable (TIC) is Singapore’s first fully Indian-owned undersea fibre-optic cable. The 3,175km cable connects Singapore’s Changi to Chennai.

Till services are restored, net surfing will be slow and erratic for both broadband and dial-up connections. Sources said that with international telephone calls also affected, the priority of service providers would be voice rather than data.

Bharti, VSNL, BSNL, MTNL, and Sify were among the broadband and internet service providers whose services were affected.

Internet domain name – Ryanair Loses

Discount airline Ryanair Holdings PLC has lost its battle to win control of an Internet domain name from a disgruntled former customer, according to a ruling issued by a United Nations panel Wednesday.

Michael Coulston of London set up a Web site critical of Ryanair’s business practices in July under the domain name http://www.ryanaircampaign.org.

The Irish carrier complained to the World Intellectual Property Organization that the domain name infringed on its trademarks and should therefore be transferred into Ryanair’s possession.

But a WIPO panel said there was no evidence that Coulston, who runs a private online campaign aimed at informing Ryanair customers of ways in which they can complain to the company about its service, was using the domain name in bad faith.

The U.N. arbitration system, which started in 1999, allows those who think they have the right to a domain to get it back without having to fight a costly legal battle or pay large sums of money.

Ryanair had previously succeeded in forcing Coulston to hand over another domain name, http://www.ryanair.org.uk, by lodging a complaint with Nominet UK, an organization responsible for Web domains ending in the .UK suffix.

Copyright Act India – Two Booked

Two persons have been booked under the Copyright Act for allegedly selling duplicate CDs. A complaint was filed by Vikas Bijalan who runs Vikas Info Solutions Pvt Limited in New Delhi. The accused D N Tripathi and Brijesh Mishra worked for this firm and reside at Abhinav Flats, Thaltej.

They were given responsibilty of selling original CDs of a law-related book ‘Crime Supreme Today’.

Vikas Info Solution Private Limited converts books into digital format. Priced at Rs 11,000 each, the licenced ‘Crime Supreme Today’ contains all judgements of the Supreme Court and high courts.

“However, the accused got the CDs copied and sold them for Rs 1,100 each,” said said Sola police inspector N B Nagori. Tripathi and Mishra are absconding.

The Federal Trade Commission soon will go global in its hunt for spammers, phishers and other online scammers. President Bush signed a bill Friday that gives the commission broader authority to pursue e-crooks in other countries.

The FTC had pushed for more than three years for the new powers, which will help it shut down scammers such as the polite Nigerians who e-mail thousands of people a day with tales of woe and promises of riches to those kind enough to help. Those e-mails can be more than just an annoyance: A 76-year-old Florida woman reportedly lost $42,000 in the scam this year.

Increasingly, people operating e-mail scams or launching attacks with secretive programs that can steal personal information operate from Eastern Europe, Southeast Asia, Africa and other foreign locations.

The legislation gives the FTC abilities similar to those granted in the 1990s to the Securities and Exchange Commission and the Commodity Futures Trading Commission to share information with foreign counterparts. In that sense, it’s similar to Interpol, the international organization that helps coordinate police efforts in different countries.

Specifically, the US SAFE WEB Act — which stands for Undertaking Spam, Spyware, And Fraud Enforcement With Enforcers beyond Borders — gives the FTC the legal authority to share confidential information from its own investigations with foreign law enforcement authorities and assist them in their cases.

Crimes on the Internet – Schools Cyber Crimes

Crimes on the internet were common but they have now reached school classrooms.

Cyber crimes by school children are disturbingly increasing and while a few are reported, most are hushed up by the schools themselves.

One of the renowned schools in Delhi  now hides its face behind closed doors. Two students of this school were suspended last week for hacking into the school’s official website and morphing their Vice-Principal’s photograph.

In 2002, a Delhi school Principal got a threatening e-mail followed by a blast in the school lobby. In 2005, one student of a Delhi school was caught creating a website with offensive text on school teachers. And in 2006, a student was punished for writing and circulating an e-mail defaming the school. Ignoring delinquent behaviour on the net, at times, gets serious.

There’s also a chance that such behaviour can translate into cyber crime. But with easy access to the internet and students getting more tech-savvy some even learning how to hack school authorities confess that they can do little.
